february 28th, i'm amy coveno. we go on the air at this hour virginia. a police officer with ties to new hampshire has been killed in the line of duty. prince william county officer ashley guindon and two other officers were responding to a domestic-related incident when they arrived at the address. three officers were shot, guindon died from her injuries. news 9 confirmed merrimack police were called upon to notify her family in merrimack of her passing. officer guindon was just sworn into the police department this friday, this was her very first solo shift. the suspect was taken into custody. we'll bring you new developments as they happen. now, let's get a check of the forecast and you're talking another warm-up, josh. josh: yes, it's certainly going

temperatures will be. on the seacoast, a milder start than the last couple of days, we're in the 30's, as high as 36 and 37 in some warmer locations. you can see some breaks in the clouds already and you'll continue it see that through the day today, also to our west on the canadian border, there are snow showers and some of those flurries and snow showers could make it into the mountains. look at the clouds and sunshine, and temperatures anywhere from 41 in the north country to upper 40's and low to mid 50's across central and southern new hampshire, so, yeah, well above average for today. how long that trend lasts and when our next storm could be rising in our forecast coming up. amy: happening right now, crews are battling a two alarm fire at an apartment in laconia. officials were called to the apartment a little after 4:00 this morning. no other details have been released. we'll bring you information as it comes into our news room. turning now to commitment 2016

>> now, meteorologist josh judge with your forecast. josh: starting out with clouds and the bigger story, the milder temperatures, we're already seeing them and it will only become more pronounced through the day. portsmouth at 37 degrees and a southwest wind at about 9 miles per hour. visibility is good and the dew points are low, so it's a dry air out there. but, take a look at the temperatures we're starting off with. yesterday morning, these were certainly much, much colder and the next last couple of days have seen some chilly nights, but we're starting off milder today and that's as a warmer air mass is pushing into the state. so, we're in the 30's. just about everywhere, in the state right now. and we had clouds throughout the overnight, you can see breaks beginning to develop and look for that trend to continue through the day today.

times of pure sunshine as well. northern new hampshire, we will be watching as a cold front is dragging itself down southward and stalling over the mountains today because of that, some of these snow showers or flurries could drop into the mountains in time. as temperatures warm-up this afternoon, a couple could turn into a couple of mixed rain or snow showers fairly limited, but certainly a possibility, particularly on the western slopes of the mountains. you notice off to our west here, it's clear and we've got clouds overhead. it's just going to be a mixture of the two. the temperatures starting off mild and going even milder as this warmer air is pushing into the state for today and tomorrow, and for a good portion of tuesday as well. although tuesday begins a cooling process. on the other side of the nation way over here, coming ashore is a storm system. it dips down and then comes back at us later in the middle part of the week with the chance of some snow and rain, mixed

in legislative terms, it was fast-tracked and got through house and senate to the governor's desk quickly. there are lingering bills dealing with how do we provide better drug education in our public schools that are close to passing. there's senate and house versions and they need to iron out the differences, but it's a huge issue and one that occupied even the attention of presidential candidates when they were here. >> that's true. and one of the key items that passed was a drug court. >> a drug court and increasing penalties for fentanyl in some ways has been more damaging than heroin use, if you can imagine that. >> yeah, right. the pipeline and northern pass two key pieces of legislation in that session. let's talk about each one quickly. >> they're controversial projects. >> lot of opposition. >> as most of your viewers know, the kinder morgan pipeline, natural gas pipeline in the southern part of the state and northern pass designed to bring

they're both in various processes in terms of getting deciding location done and proper approvals, but there are a number of bills designed to either slow down the approval process or bring it to a halt. >> the town of milford and 20 or 21 other communities are intervening with ferc, federal energy regulation commission. >> it's well-organized, on the other hand, new hampshire is paying the highest electricity rates in the country and most people point to lack of energy infrastructure as being a prime reason. >> why northern pass, 150 petitions to the committee. now medicaid expansion? where is that? it looks like it's going well. >> somewhat. >> in the legislature. >> the expansion bill passed two years ago, it was designed to sunset at the end of this year by design.

extraordinary extraordinarily low, by example, the cap is $5,000. they're both trying to raise the level of the cap. >> net metering and electricity. net metering, when you have like solar energy and you generate more and sell it back. >> if you're a solar customer, residential or commercial and you have solar cells that are giving you electricity, there are time when you have more than you need. net metering allows you to sell it back to the universities. >> and the bill would raise a cap, right? >> it raises a cap. the utilities are required to purchase this power up to their percentage of the cap. we're hitting that 50 megawatt cap so the bills would raise it to 100 mega watts. >> real quick. temporary workers rights, these are big employment industry in new hampshire, growing into a major industry employing thousands of people.

the mid or even near the upper 30's out there at the moment. so, where do we normally stand? well, 37 in some parts of the state right now. the average high for concord is 38 and the normal low is in the teens as you see there. that's where we should be this time of year. so, will we be going well above that 38? you betcha! temperatures are going to be headed into the upper 40's and low and mid 50's for many of us today. here is setup. a cold front just to our north, dripping down and then stalling over the mountains today and that will mean continued off and on threat of some snow flurries, and snow showers, and when temperatures rise this afternoon, the chance of a couple of sprinkles in there. the rest of the state, it's a mixture of clouds and sunshine and so we'll say partly sunny on average with milder temperatures pumping in for today and tomorrow and maybe a couple of days beyond that. but the warmest two days will be today and tomorrow, 40's after that.

there's a cold front dropping down from canada and stalling overhead. it raises to the north later today and tonight as a warm front here and that sets the stage for the cold front to roll through with some rain showers through the day tomorrow and then finally, mid week, this system just coming ashore in the west coast, arrives here and brings some possible wintery mix tuesday night to wednesday morning and probably over to rain. the exact track needs to be found until what happens later this week. what we can do is tell you what happened today. partly sunny skies and south of the mountains, in the mountains, there could be just seeing clouds here, a couple of snow showers or a rain sprinkle or two this afternoon. otherwise, well above average temperatures for today. tonight, clear to partly cloudy and then tomorrow i showed you the front will move through. here it is pushing through. and bringing the morning hours or mid day and pulling away and turning you to sunshine and continued mild conditions. you saw another cold front roll

information as soon as it comes into our news room. let's check with josh judge with a look at the forecast. josh: hi, there. it's a mild start plymouth 34 degrees and that's well above average. usually in the single digits at this time of the morning and here is the 30's, pretty much everywhere around the state. 29 in lebanon. lower 30's in the western and southwestern parts of the state and everywhere else, as you can see, mid and upper 30's out there. breaks in the clouds have been developing overnight and will continue throughout the day at times. so we'll see intervals of clouds and sunshine and at times it will be plain sunny. you can see the snow nearby to northern new hampshire, as the front is draped overhead and stalled for a while. the chance of a few snow showers this morning and maybe a knew sprinkles mixed in this afternoon. otherwise, look at the temperatures we're expecting for today. many of us south of the notches, make it to the lower to the mid 50's. if you don't get there, you at

story of one family's fight against heroin and the challenges they faced in helping a loved one get clean. during our town hall on the heroin epidemic in october. we first met tracy backer. she shared the story of her son justice, who entered rehab years after using. and how the family is doing now and what they're doing to make it easier to navigate a system that offers little help. >> the way justin sees it, his gets. >> i had life handed to me on a silver platter, i wasn't denied any opportunity growing up. my parents were at every event. athlete. away. >> the drug didn't take anything from me, i gave it all away.

>> it started on percocets and at that point i had a job and something fun and new to do, buy a few and i started liking them. kept on buying them and before i know it, all of my savings were gone. i don't know where it changed getting high to maintenance, but i found out a lot about myself, i'm a co-dependent person or a relationship or something to depend on that was always there for me and i found that in drugs. >> he was hooked, he was broke. after two years of popping pills, justin remembers the day a friend suggested a cheaper alternative, heroin. >> i was sick, driving around the city and i said, yeah, just get it. you know, i gave him the last 40, $50 and i got way more than i got with the pills, but that ended really quick. start using that your tolerance gets higher and now spending a couple hundred a day. as much as i could get. i would do as much as i could get. >> no longer in school or

wherever he could, pawning his mother's wedding rings three different times. >> everything was easy, i wasn't a honorable person, i stole from my brother, sister, family, friends, to do what i do. my bridges were gone and i wasn't allowed in the house and keys and locks were changed, i stole from the scores. >> over the last six years, justin estimates four years were in jail. >> i had a -- i'd make it and vowed never go in. >> and she'd lock the house, there's not a system in place to help people dealing with this addition. >> treatment is available, but conflicted with the job that justin found with his parole officer, one of the several disconnects in a state fighting a war with a battle plan that's still a work in progress.

as we look at the upper valley and central lakes region here, we're seeing a lot of lower 30's as well. some upper 20's and some 20's in northern new hampshire as well. but as you can see, location, location, location, just like real estate, has so much to do with your temperature around this morning. so widely varied, elevation and cloud cover having to do with that. milder temperatures not only today, but tomorrow, and slowly gliding downward, coolest at the end of the week. tomorrow, a couple of rain showers will be around, so, just keep that in your plans, if you're outside, in the morning or mid day hours, scattered rain showers or sprinkles around, could have a couple of them and the next weather system on a wide scale is tuesday night into wednesday, the odds favor rain, but what happens as it goes to rain, does it start off as a wintery mix of snow, sleet, rain, origin as rain. that we don't know as we track, the more southerly track would

a case of mumps on their hands, the symptoms matched, but tests came back negative. >> we had two other members of the men's hockey team who came in with the same symptoms, low grade fever and swollen parotid grand. >> that's when they ordered more intensive tests and two cases of mumps with three others classified as suspected cases. all of them with routine contact through the hockey team. the state epidemiologist benjamin chan says that even though the majority of students are immunized, that vaccine isn't a brick wall. >> with two doses it's 88% effective at preventing mumps. it's still possible that students could get mumps. >> any future cases are expected to be mild, but doctors want to be proactive to protect more vulnerable populations on campus. >> we want to prevent this from spreading to other individuals

how long it lasts in your forecast coming up. >> right now, a kansas town is in morning after three people were killed and 14 injured in a workplace shooting. yesterday they parked riding lawn mowers in memory of the three excel employees who were killed. cedric ford was shot by a responding police officer. a computer system holding financial aid information has been hacked at a college in california. the university of california berkley said that hackers broke into the system that holds data of about 80,000 students, alumni, current and former employees. the university says there's no evidence that any information was stolen, but it is warning everyone to watch for signs of that. and the university was in the middle of patching a security flaw when this hack happened. the fbi has been notified. speaking of college, unh is now making studying beer a reality.

the police department on friday. merrimack police tell they were asked to notify her family of her passing. the two other officers are treated for their injuries. a suspect is in custody and describe as a member of the military. we'll continue to follow this developing story and bring you new information just as soon as we get it. let's check in now with josh judge in the weather center with a look at today's forecast. hi, josh. josh: it's another mild start headed into the 40's and 50's for today. here is one spot that will do this. portsmouth at 48 degrees right now with partly sunny skies and sunny skies across most of the state right now, except for the mountains. and a few extra clouds down in parts of southeastern, new hampshire, that are drifting away. check out the temperatures. early on a sunday morning in late february. it's 40 degrees in plymouth already and headed in that direction for many other locations as well. there's the clouds, plenty of clear spots in between as well.

along the mass-new hampshire border. notice the snow on the border and that could mean a few flurries or a snow showers or two in the mountains this morning and maybe a sprinkle this afternoon. otherwise, a partly sunny day, those temperatures top off anywhere from 41, the low to mid 40's up north to the upper 40's and low to mid 50's in central and southern new hampshire. so how long will this mild air stick around for the week ahead? minutes. amy: despite open water on parts of lake winnipesaukee, the ice fishing derby continues across new hampshire. officials say there's enough safe ice to fish on. wmur's mike cronin is here with how men and women are braving thin ice for the top prize. there would be less people this year because of the ice conditions across the state, but when you look at the catch board and consider the crowd so far, expectations. lake trout. >> it could be the catch of the
